Singapore has two airports that take private jets, and for business aviation they are not close to equivalent. Seletar (XSP) is the dedicated business aviation field: small terminal, fast turnaround, twenty minutes from the city, and — unusually in this region — no slot requirement at present. Changi (SIN) has the long runways and the fuel price, and very little else in your favour. This page sets out how both work, and when the second one is the right answer.

Seletar is an airport of entry around the clock, but it does not operate around the clock. Between 2200 and 0700 local, nothing departs or arrives except medical and emergency flights. A late meeting that would normally justify a 2300 departure has to move to Changi, or to the following morning. Build this into the itinerary at planning stage rather than discovering it on the day.
FBOs and handling at Seletar
Seletar has a genuine FBO ecosystem rather than a single handling desk, which is part of why turnaround times there are what they are.
- Seletar Business Aviation Centre (SBAC) — jointly managed by SATS, Jet Aviation (Asia Pacific) and Universal Singapore Airport Services. Private reception, dedicated security clearance, lounge, ground handling, flight services and aircraft maintenance.
- Universal Aviation Singapore — located within SBAC, accredited to IS-BAH Stage 3.
- Jet Aviation Singapore — FBO, handling and MRO.
- Jetex — its own terminal in Seletar Aerospace Park, with executive and crew lounges, showers, meeting rooms, hangarage, Jet A1 and AvGas, self-manoeuvring stands and helicopter access.
- WingsOverAsia — Hangar 66 FBO.
ASA arranges handling, supervision and clearance directly rather than leaving it to the crew: “We arrange on-site supervision for every arrival and departure” and “we facilitate Customs, Immigration, and Quarantine (CIQ) clearance.” The Seletar terminal is deliberately small, so pre-arranged handling is what keeps a peak-hour arrival moving at the speed the field is capable of.
Changi (SIN / WSSS) — when the bigger airport is the right call
Changi has three runways, operates 24 hours, and has a dedicated CIP terminal beside Terminal 2 with private, separate security. For business aviation it also has three significant problems: slots are required and, with commercial growth, genuinely hard to obtain; parking is limited and aircraft are placed on remote stands away from the terminal; and ground handling costs more than at Seletar.
The two things that pull a trip to Changi are real, though. Its runways are longer, which matters for a maximum-range departure on a heavy or ultra-long-range aircraft. And its fuel is cheaper, because of airline volume — though airliners get priority on uplift.

Who regulates and who operates
Worth keeping straight, because the two are often conflated. The Civil Aviation Authority of Singapore (CAAS) is a statutory board under the Ministry of Transport. It is the air navigation service provider for the Singapore Flight Information Region, the safety regulator, and the body overseeing the pricing and competition frameworks for both Changi and Seletar. Changi Airport Group operates both airports. CAAS regulates; CAG runs the fields.
